Services
Project management services for fire halls and municipal projects
Seven services, used on their own or together. Each one ends with something you can act on.
What we do and what you receive
Front-end planning and feasibility
Needs assessments, space programs, option studies, business cases and project charters.
What you receive
- A space program built with the people who will use the building
- Site scope and due diligence: geotechnical, environmental, utilities and access
- Options compared side by side
- A delivery-method recommendation and an RFP ready to issue
- An estimate and schedule for Council
Cost and budget advisory
Independent estimates at each stage with our cost consultants, from Class D (an early estimate made before design) to Class A (a detailed estimate on near-complete design). We check the allowances, the placeholder amounts an estimator carries for unknowns, and replace them with better information where we can.
What you receive
- An independent estimate at each decision point
- Allowances checked, so the budget reflects the real site
- Value-engineering and constructability findings
- A budget range Council can approve
Owner's representative and project delivery
One accountable lead from concept to commissioning and handover, protecting the owner's interests.
What you receive
- One point of accountability for the whole project
- Plain-language reports to administration and Council
- Design and construction contracts managed on your behalf
- Commissioning and handover to your operations team
Procurement and contracts
Delivery-method analysis, RFP preparation, evaluation and contract administration.
What you receive
- A delivery-method recommendation with the reasons
- RFP and tender documents
- Evaluation and an award recommendation
- Contract administration through construction
Funding support
Grant program screening and funding-compliant delivery.
What you receive
- Grant programs screened against your project
- Applications and progress reports supported
- Delivery and records that meet funding rules
Project reviews and recovery
Independent reviews of scope, estimate and schedule, and recovery of projects that have drifted.
What you receive
- An independent view of scope, cost and schedule
- The risks and options, stated plainly
- A recovery plan with clear next steps
Project controls
Cost, schedule and performance reporting that fits your processes.
What you receive
- Monthly cost reports and schedule updates
- Issues, risks and decisions logged
- A complete project record, ready for audit
Where each service fits
Most projects move from a need to a Council decision, then to construction and handover. How we work explains each stage.

Front-end planning and feasibility · Cost and budget advisory · Funding support
2. Council decision
Cost and budget advisory · Procurement and contracts · Funding support
3. Build
Owner's representative and project delivery · Procurement and contracts · Project controls
4. Handover
Owner's representative and project delivery · Project controls
Start with a small, capped first phase
We start with a small first phase on a fixed, agreed budget. It defines the scope, the cost range and the site risks. You commit to design and construction only once those numbers are known.
Example: on the Jamieson Road Fire Hall, Phase 1 took the MD of Bighorn No. 8 from kickoff to a Council-ready package in 16 weeks, with three options costed and the site risks checked.

What to bring
